Joseph R. Mazzone

Chief Counsel

Joseph R. Mazzone has served as General Counsel and Chief Counsel to the Metropolitan Alliance of Police since 1985. He earned his law degree from John Marshall Law School in 1979, following his undergraduate education at the University of Illinois.

Prior to and during his legal career, He served as a prosecutor with the Will County State’s Attorney’s Office. He also served in the United States Army as a Military Police officer, including a tour of duty in Korea, and received an honorable discharge.

He is a member of the Will County Bar Association and the Federal Bar for the Northern District of Illinois. Over the course of his career, he has defended law enforcement officers at every level of the Illinois state court system, including before the Illinois Supreme Court.

A native of Chicago’s West Side, he was raised in a large family and is the eldest son of 13 children. His background and experiences have shaped a career devoted to advocating for police officers and protecting their rights.

For more than four decades, Mazzone has provided legal counsel and representation to members of the Metropolitan Alliance of Police, bringing extensive courtroom experience, knowledge of labor and law-enforcement issues, and a steadfast commitment to the officers he represents.

Mark S. McQueary

Director of Legal and Legislative Affairs

Mark McQueary proudly serves as the Director of Legal and Legislative Affairs for the Metropolitan Alliance of Police, concentrating in public safety labor and employment law. With extensive experience in labor relations and employment matters, Mr. McQueary represents police officers and their unions in collective bargaining, grievance resolution, interest arbitration, mediation, disciplinary arbitration hearings, and unfair labor practices. He has served as lead counsel in numerous critical incidents involving use-of-force investigations, showcasing his expertise in high-stakes legal matters.

In addition to his labor advocacy, Mr. McQueary has represented police and fire pension boards throughout Illinois. He has presented on pension-related topics for the Illinois Public Pension Fund Association (“IPPFA”) and the Illinois Professional Firefighters Association (“IPFA”). His appellate practice includes authoring briefs and arguing cases before the First, Second, Third, and Fourth Districts of the Illinois Appellate Court, focusing on public safety pension benefits. He has successfully litigated cases in Illinois Circuit Courts and the Illinois Appellate Court, securing favorable outcomes for public safety employees and pension funds.

Mr. McQueary is a recognized educator in the field, instructing at the Suburban Law Enforcement Academy (“SLEA”) on topics certified by the Illinois Law Enforcement Training and Standards Board (“ILETSB”), including Civil Rights and Civil Liability, Criminal Offenses, Laws of Arrest, Search and Seizure, Rights of the Accused, Rules of Evidence, U.S. Constitutional Authority, and Use of Force. He has also taught seminars on statutory, administrative, and constitutional rights for public safety employees and served as an adjunct professor at Lewis University and a lecturer at Western Illinois University.

A licensed attorney in Illinois, Mr. McQueary is a member of the Illinois State Bar Association (“ISBA”) and Appellate Lawyers Association (“ALA”). He holds a Juris Doctor (cum laude) from the University of Illinois Chicago School of Law. He also holds a B.A. in Criminal/Social Justice (with honors) and an M.S. in Public Safety Administration from Lewis University.

Since 2000, Mr. McQueary has served as a full-time police officer with a municipal agency, progressing through roles including patrol officer, field training officer, gang-tactical unit officer, detective, sergeant, and currently lieutenant/watch commander.

In 2016, he earned certification from the Force Science Institute in the analysis of use-of-force incidents. A graduate of Northwestern University’s Center for Public Safety—School of Police Staff and Command, Mr. McQueary was selected to the 2021–2025 Illinois Rising Stars list by Super Lawyers, an honor awarded to no more than 2.5% of Illinois attorneys annually.

 

Richard J. Reimer

Co-Counsel

Is an attorney and principal in the law firm of Richard J. Reimer and Associates, LLC. Mr. Reimer concentrates his practice in the area of public sector labor law and employment law. Mr. Reimer has represented numerous police officers and firefighters in disciplinary matters before police and fire commissions, civil service and merit boards and police officers in civil rights cases. In addition, Mr. Reimer is General Counsel for the Illinois Public Pension Fund Association (IPPFA), and the Illinois Professional Firefighters Association (IPFA). Mr. Reimer is co-author of the Illinois Police Pension Fund Trustee Handbook. Mr. Reimer is a former police sergeant and Assistant Chief of Police and Assistant Cook County State’s Attorney. He is a graduate of DePaul University and John Marshall Law School. Mr. Reimer is admitted to practice law in Illinois, the Northern District of Illinois Federal Trial Bar, the Seventh Circuit Court of Appeals and the United States Supreme Court.

Steven Calcaterra

A graduate from Northern Illinois University College of Law, Mr. Calcaterra has earned undergraduate degrees in criminal justice and sociology from Bradley University. He has served with the Illinois Department of Corrections, the U.S. Marshals Service, and two municipal police departments. As an instructor of professional development courses, he has taught use of force, search and seizure, labor law, and juvenile law. Mr. Calcaterra currently teaches as adjunct faculty at the graduate school of Lewis University.

Ronald Cicinelli

I spent my childhood and teenage years growing up on the near northwest side of Chicago. I graduated from Chicago’s Gordon Technical High School in 1984 and went on to receive my Bachelor of Science Degree from Elmhurst College. I attended the Orange County Deputy Sheriff’s Academy and accepted a law enforcement position with the Orange County Sheriff’s Department in Santa Ana, California. After nearly three years, I returned back to Chicago and accepted a law enforcement position with the Roselle Police Department. After fourteen (14) years of employment with the Roselle Police Department, I chose to resign from the department and accepted a law clerk position with a downtown Chicago law firm. I received my law degree and was offered a full-time associate position, but opted to start my own law practice. I now currently share a law suite with two other attorneys in Elmhurst, IL. I am a general practitioner who concentrates in employment and labor law.

Jerry Marzullo

General Counsel

Jerry Marzullo is a shareholder with the firm of Asher, Gittler & D’Alba Ltd., where he represents public- and private-sector unions, employees, and pension boards in labor, employment, and retirement/pension matters. He serves as one of the General Counsel for the Associated Firefighters of Illinois, as one of the attorneys for the Illinois AFL-CIO, General Counsel for the Metropolitan Alliance of Police, and as a Deputy General Counsel for the Illinois Public Pension Fund Association.

He knows the work from both sides of the table. Jerry is a City of Berwyn Battalion Chief with over 26 years of creditable service (IAFF-AFFI Local 506), a former Vice President of his local, and a former President of the Berwyn Firefighters’ Pension Fund.  Jerry tries and argues cases at every level. He has handled collective bargaining, discipline, grievance, and interest arbitration, representation, and unfair labor practice proceedings before the Illinois Labor Relations Board, pension hearings on behalf of Pension Boards, administrative review, and declaratory judgment actions in state and federal courts. His employment practice includes EEOC and Title VII matters, the Fair Labor Standards Act, and the Illinois Wage Payment and Collection Act. He has argued in the Circuit and Appellate Courts of Illinois and Colorado, in the federal courts, and before the Illinois Supreme Court, and has built a substantial body of appellate work, including numerous reported and Rule 23 decisions. He began his legal career as a Cook County Assistant State’s Attorney.

On the pension side, Jerry advises boards on the full range of Article 1, 3, and 4 obligations — benefit and disability determinations, fiduciary duty, funding and levy requests, FOIA and Open Meetings Act compliance, and the RFP process for investment managers and consultants. He brings an unusual grounding to that work: a Bachelor of Science in Accounting from DePaul University, an MBA from the University of Chicago Booth School of Business with a dual concentration in Strategic Management and Managerial and Organizational Behavior, and seven years as president and fiduciary of a $52 million public safety pension fund. He earned his J.D. from Loyola University Chicago School of Law and is licensed in Illinois and Colorado at the state and federal levels.

Jerry was inducted as a Fellow of the College of Labor and Employment Lawyers (Class of 2025) and named to the 2026 Illinois Super Lawyers list in the Employment & Labor category. He sits on the Board of the Chicago Chapter of the Labor & Employment Relations Association, serves on the Advisory Committee for Chicago-Kent College of Law’s Illinois Public Sector Labor Relations Law Conference, and is a member of the Labor and Employment sections of the Illinois State Bar Association and the American Bar Association.

He teaches and writes as often as he litigates. Jerry has taught undergraduate, master’s-level and law school courses in labor and other legal subjects, including public employment labor law, civil liability of police officers, and community planning for fire protection, and has been invited to speak/teach on labor and pension topics to the IPPFA, the American Bar Association, the Labor & Employment Relations Association, the Illinois Municipal League, the National Academy of Arbitrators, the Associated Firefighters of Illinois, the Metropolitan Alliance of Police, the Metro Fire Chiefs Association, the Metropolitan Alliance of Police and the 100 Club of Chicago, among others. His most recent article, “A Statement of Facts: The Reality of Public Safety Employee Pension Funds in the State of Illinois,” appeared in the Illinois Public Employee Relations Report (Vol. 37, No. 3). He is also a founding co-host of the Associated Firefighters of Illinois Podcast.

Jerry is a Certified Fire and Arson Investigator, an Advanced Technician Firefighter, and a Certified Chief Fire Officer through the State of Illinois, the Center for Public Safety Excellence, and the Institute of Fire Engineers. He is a co-founder and former Vice President of the Illinois Firefighter Peer Support Network, which supports fire and EMS personnel confronting substance use and mental health challenges.

Finally, and most importantly, he is happily married to the Chicago Police Department’s finest police Lieutenant and shares his home with two evil pugs he barely restrains from world domination.

Raymond G. Garza

General Counsel

Has extensive litigation experience through his almost 13 years of practicing law in both the public and private sector. In 2002, he joined the Illinois Attorney General’s Office where he handled complex wrongful death and medical malpractice cases on behalf of state agencies. In 2005, Mr. Garza was made Assistant Supervisor of the Attorney General Office’s Employment and Labor Unit. He managed a team of four attorneys and two paralegals in the civil prosecution of over 2,000 wage claims on behalf of the Illinois Department of Labor (IDOL). Mr. Garza has advised IDOL’s General Counsel and Director on a variety of legal issues crucial to IDOL’s enforcement of the state’s wage and hour laws.

Mr. Garza has also represented state agencies in employee disciplinary hearings before the Illinois State Police Merit Board, the Illinois Civil Service Commission and the Illinois Secretary of State Merit Commission, as well as the appeal of those administrative decisions to the circuit court. Mr. Garza has spoken to a number of foreign consulates and labor organizations regarding labor issues. He received a B.A. in psychology from St. Xavier University and his law degree from Northern Illinois University, College of Law. Mr. Garza has served in the United States Army and is currently a member of the New Lenox American Legion Post 1970. He has served as Judge Advocate for his former Post, the Manuel Perez American Legion Post 1017. Mr. Garza is married with two children. He resides in New Lenox, Illinois where he maintains his law practice.

John Gaw

Staff Attorney

Is proud to serve his brothers and sisters in public safety. Prior to becoming a MAP Attorney, John served 4 years in the Marine Corps infantry, to include service in Desert Storm. John joined the Lisle police department in 1993 and retired as Deputy Chief in September of 2020.  During his law enforcement career, he served in numerous specialty assignments, from Crash Reconstruction and Evidence Technician, to Firearms Instructor and SRT member. 

In addition to serving as a police officer, John served several terms as a Union steward for his Local Union, to include 12 years as President.  As Chapter President, John represented his local in collective bargaining matters, and individual members in disciplinary matters. 

As a Union representative, he obtained excellent results for his members at the bargaining table, in arbitration, and in disciplinary matters. John also has experience in the governance of local pension funds, having served as a Pension Board Trustee for 8 years. John is a certified Force Science Analyst, and a graduate of the Northwestern University School of Police Staff and Command. While serving as a full-time police officer, John continued and completed his education. He received his Bachelor degree from Benedictine University, and his Juris Doctor degree from the Northern Illinois University College of Law. John is licensed to practice law in both Illinois and Indiana; he has been admitted to practice in Federal Courts within both states.

Gary Deutschle

General Counsel

Is an attorney with a solo law practice and he is a sworn police officer for a police department in the NW suburbs. Mr. Deutschle concentrates his practice in the area of public sector labor and employment law. Mr. Deutschle represents police officers and public sector civilians involved in disciplinary matters in addition to representing MAP chapters on labor and collective bargaining matters.

He has a Bachelor of Science Degree in Criminal Justice from Winona State University in Minnesota. He attended the Minnesota Police Academy and became a sworn police officer in August of 1998. He also completed a Master’s Degree in Criminal Justice Leadership. He founded and is still the president of the MAP chapter for his police department. While still working as a police officer, he attended Northern Illinois University College of Law and graduated with a law degree in 2013. He has also taught undergraduate criminal justice classes. Additionally he is a Major in the Illinois Army National Guard where he serves as a JAG attorney.

Anthony Pasquini

General Counsel

Anthony Pasquini is a seasoned attorney whose career reflects a sustained commitment to public service, institutional integrity, and community impact. With more than a decade of legal experience across criminal prosecution, labor and employment law, corporate counsel work, and complex contract matters, he brings a multidimensional perspective to every role he occupies.

A graduate of UIC Law School, Anthony earned his Juris Doctor while serving as a student representative on the Board of Trustees an early indicator of his leadership mindset and dedication to effective governance. He completed his undergraduate studies at DePaul University in political science and journalism, strengthening the analytical and communication skills that define his legal work today.

Professionally, Pasquini has excelled in high-stakes environments. As Corporate Counsel for the O’Hare Airport Transit System, he managed legal issues involving critical transportation infrastructure and public-sector partnerships. His earlier work as an attorney for the Illinois Fraternal Order of Police deepened his expertise in labor law and the representation of law enforcement personnel. Prior to that, he served as a prosecutor in both DuPage and Cook Counties, trying hundreds of cases and earning recognition in 2018 for holding the best felony trial record in DuPage County reflecting his proficiency in litigation and his commitment to public safety. He currently represents law enforcement on behalf of the Metropolitan Alliance of Police. Anthony’s impact extends far beyond the courtroom. He serves on the Illinois State Bar Association General Assembly, sits on the Boards of Directors for both WINGS, Inc., and the DuPage County Historical Society, acts as Second Vice President of the Justinian Society of Lawyers DuPage Chapter, serves as the Chair of the Attorney Wellness Section for the DuPage County Bar Association, and serves on the Alumni Board of Saint Patrick High School. His civic engagement includes fundraising, mentorship, advocacy for domestic violence survivors, and support for Special Olympics. Anthony champions balance, community engagement, and the profession’s highest standards.  

Alfred Molinaro

Analyst

I was born in Chicago but grew up in the nearby suburbs, like many others I took a union job shortly after graduating high school. Later I began my career in the fire service in 1985. The Firefighters’ Association I belonged to had a contentious bargaining relationship and proceeded to interest arbitration hearings five times during the twenty plus years I was on the bargaining committee. This gave me firsthand experience with the intricacies of impasse resolution for protective service employees.

In 2003 I was hired as a union representative by Service Employees Local 73 to represent most of their public safety units and in 2005 I was promoted to Director. This position required me to take on additional responsibilities including representation of civilian bargaining units, involvement in the political action committee, and was put on the Local’s executive board. I was the lead on nearly fifty contract negotiations during my tenure there and worked with many highly respected labor attorneys and labor law firms. After leaving Local 73 I was hired by a law firm to aid in union matters. Here I worked closely with multiple MAP Chapters who the firm represented and some of you may remember me from my time working there. I also came to know the MAP executive board members and some of the other MAP attorneys during my time there. In 2018, I was hired by MAP to develop and provide comparable analytics to aid in bargaining for the chapters Metropolitan Alliance of Police represents. I provide data and analysis upon request of the chapter representatives and attorneys. When prompted, I offer my insight on negotiations, bargaining strategies, and any assistance I can to help our members attain the best possible union contracts. I’ve been married since 1982 to my lovely wife, have two adult children, a granddaughter.
